<p>Student Alliance for the Advancement of Democratic Rights in UP’s (STAND UP) David Terante is the next School of Library and Information Studies (SLIS) representative to the 2013 UP Diliman (UPD) University Student Council (USC).</p>
<p>Terante won with a total of 61 votes over KAISA – Nagkakaisang Iskolar para sa Pamantasan at Sambayanan’s (KAISA) Gillian Briones, who garnered 19 votes. Nine SLIS student voters abstained from casting a vote for the SLIS representative post during the February 28 UPD USC elections.</p>
<p>Meanwhile, SLIS students will be electing their next local student council officials on March 12, after two parties fielded respective candidates just hours before the extended deadline of filing of candidacy on February 28.</p>
<p>Last year, SLIS held their student council in June due to an initial lack of candidates. This year, the College Student Electoral Board (CSEB) gave a final extension of the deadline for filing of candidacy to February 28, under the condition that at least one candidate files for candidacy. Otherwise, CSEB would have to cancel the elections altogether, said CSEB member Professor Iyra Buenrostro.</p>
<p>Two new parties will be running against each other in this year’s local SLIS SC polls. Running for SLIS SC Chair is Adrian Tolentino under the Estudyante Para sa Aplipment ng Library Science (EPALS) party, while an unnamed rival party is fielding Maria Lourdes Roxanne F. Canaveral for the same position.</p>
<p>Two councilor candidates, Levin Matriano and Alvin Udaso of EPALS, were disqualified after they failed to meet the two-year SLIS residency requirement.</p>
<p>The SLIS campaign period will start on March 5, while the local miting de avance is scheduled on March 8. Elections will be using the same system used for the UPD USC elections, said CSEB chair Kathleen Obille .</p>

<p>After participating in the first successful local elections in recent years, students from the School of Labor and Industrial Relations (SOLAIR) may also have a college representative to the incoming UP Diliman (UPD)  University Student Council (USC).</p>
<p>Newly-elected members of the SOLAIR Student Council (SC) will discuss among themselves how the college’s representative will be selected, said SOLAIR Student Records Evaluator Nattie Mendigo</p>
<p>SOLAIR conducted its local polls on February 23, five days earlier than the university-level elections scheduled by the University Student Electoral Board (USEB), to ensure higher voter turnout since most classes in the college are held every Saturday.</p>
<p>Elections results were released on the same day, with Hardly Abellano and Amee Hibala, both from lone party OneSOLAIR. Bigkis. Boses (OneSOLAIR), leading next year’s SOLAIR SC. All other council members also hailed from OneSOLAIR, which is not affiliated with any of the major parties in the university.</p>
<p>The SOLAIR administration has refused to disclose the final tally of votes to the <i>Collegian</i>, until the college’s administration completes its final report on the student council elections. As of press time, the <i>Collegian </i>has not received a report from SOLAIR.</p>
<p>For the local polls, the college registered a 42.05 percent voter turnout, or 143 of the total 340 student voters. It had a lower turnout for the university-wide elections held on February 28 at 9.7 percent, with only 33 students who cast their votes.</p>
<p>The SOLAIR administration welcomed the new council’s elections, citing this year’s deviation from the usual trend where the SOLAIR dean merely appoints interested students to become SC members.</p>
<p>SOLAIR only has graduate students, who seldom have time for other activities like joining student councils, since most of them are working or attending to their own families, said Mendigo</p>

<p style="text-align: justify;">UP Progressive Responsive Innovative Movement in Engineering (PRIME) secured control over next year’s College of Engineering (Engg) Student Council (ESC) after claiming 25 out of 46 ESC posts.</p>
<p style="text-align: justify;">Rival parties Alliance for responsive Involvement and Student Empowerment (ARISE) got 17 posts, while Frontrunners for a Responsive and Responsible College of Engineering (FORCE) gained 4.</p>
<p style="text-align: justify;">PRIME frontrunner Jonathan B. Bantigue clinched ESC leadership with 1,478 votes over ARISE’s Cat Angangco with 1,143 votes.</p>
<p style="text-align: justify;">Lone candidate for ESC vice chair Adriel Jireh V. Cucio from ARISE bagged the spot with 1,850 votes. Three out of five councilor seats also went to PRIME, while ARISE got the remaining two slots.</p>
<p style="text-align: justify;">PRIME also led last year’s elections, garnering the top position and 3 out of 5 council posts.</p>
<p style="text-align: justify;">Voting precincts in Engg failed to open by the 9 am schedule, due to the late distribution of passwords from the Office of Student Activities, which only arrived at around 10 am, said College Secretary Terence Tumolva. The voting precinct at room 215 in Melchor Hall was the first to open at 10 am.</p>
<p style="text-align: justify;">“Past nine na nagsimula kasi ang tagal n’ung password,” said Veronica Centeno, a staff from the Electrical and Electronics Engineering (EEE) Department. By 11:00 AM, the voters queue in EEE’s precinct has extended from Room 205 towards the other end of the hall.</p>
<p style="text-align: justify;">Department of Computer Science voting precinct, meanwhile, started accommodating students at 10:39 am. “Naghihintay ako ng taga-USC rep at ‘tsaka yung mga password, wala naman silang dinadala pa,” staff Grace Dumencel told the <i>Collegian</i> before the precinct opened.</p>
<p style="text-align: justify;">This year’s voter turnout in Engg reached 53.39 percent, or 2955 of 5535 students, which is close to last year’s 53.34 percent.</p>

<p>College of Music (CMu) polls closed by 5:15 pm, February 28, with a significant increase in voter turnout in this year’s University Student Council (USC) and CMu Student Council (SC) elections.</p>
<p>A total of 192 students or 49 percent of the overall CMu voter population cast their votes this year, 10 percent higher than last year’s 38.54 percent. CMu has had a record of lower turnouts in previous years, as the CMu Office of Student Records (OSR) logged a 38.57 percent and 34.6 percent result in 2010 and 2011, respectively.</p>
<p>“Of course we are happy with the [significant] increase in voter turnout. It shows students [are starting to become] more involved in the college,” said OSR head Connie Rongavila.</p>
<p>Rongavila added that the entrance of a new challenger from Nagkakaisang Iskolar para sa Pamantasan at Sambayanan (KAISA) for the position of CMu representative to the USC also contributed to the spike of voter participation.</p>
<p>Competition will make students to actually go out and vote, Rongavila said.</p>
<p>However, Alyansa ng mga Mag-aaral para sa Panlipunang Katwiran at Kaunlaran’s (ALYANSA) bet for CMu representative still managed to retain the party’s hold on the position with 140 votes.</p>
<p>Meanwhile, lone CMu party Camerata secured leadership of the CMu SC.</p>

<p>For the third straight year, Matatag, Aktibo Tunay, Tumutugon, Epektibo, Responsable (Matter) leads the College of Science (CS) Student Council (SC) elections.</p>
<p>Current CS SC Vice Chairperson Jon Stewart Dy, 3<sup>rd</sup> year BS Biology major, is the new chairperson in CS with 881 votes, while incumbent CS SC Councilor Kevin Gabriel Ferrer is the incoming CS SC Vice Chairperson with 726 votes.</p>
<p>Ram Vincent Tomaneng of Nagkakaisang Iskolar para sa Pamantasan at Sambayanan (KAISA) is the new CS Representative to the University Student Council (USC) with 505 votes, against Student Alliance for the Advancement of Democratic Rights in UP (STAND UP) John Christopher Lawrence Morillo who obtained 377 votes.</p>
<p>This year’s turnout, 46.38 percent or 1172 out of 2527 students, is slightly lower than last year’s 48.2 percent.</p>
<p>“Marami sa [freshmen] ang na-discourage to vote because of the proliferating black propaganda in the USC. Even [some] professors did not allow the candidates to campaign in their classes,” said Dy.</p>

<p>Only eight of nine candidates for the 12-councilor positions clinched seats in the College of Business Administration (CBA) Student Council (SC) after one hopeful failed to meet the minimum number of votes required to win a post.</p>
<p>Under the CBA Commission on Elections (Comelec) rule, candidates for councilors should clinch at least 50 percent plus one vote out of the total voting population to be elected into office.</p>
<p>Councilor hopeful Christine Chicano got 409 votes, only 9 votes short to be elected as councilor. The CBA Comelec will hold special elections to fill the three remaining councilor seats and the vacant juniors BA representative post. Nominations will immediately begin tomorrow, said CBA Comelec Chair Oscar Araojo.</p>
<p>Meanwhile, unopposed candidate Wesley Paul Cortez will lead next year’s CBA SC as chairperson after garnering 750 votes.</p>
<p>The College of Business Administration (CBA) started on time with the polls at exactly 8:30 am and ended at 7:10 pm. With a total of 833 out of 1224 votes, BA’s voter turnout decreased by 4 percent from last year’s 72.3 percent to this year’s 68.06 percent.</p>
<p>Incumbent councilor Nina Isabel Gerodias won the vice-chair post after getting 501 votes, beating incumbent CBA Representative to the University Student Council (USC) rival Jonas Cruz who got 233 votes.</p>
<p>Incumbent Sophomore Batch Rep Bianca Sing topped the councilor race, with 673 votes, followed by Camille Calma and Germaine Gaerlan with 580 and 547 votes respectively. Incumbent councilor Julius Padernal was also reelected for a second term as CBA SC councilor.</p>
<p>Other council members are Ramon Vinzon and Ervin Mamaril, who won as Terminals Representative. Czarina Ocampo bagged the seniors BA representative post over Darren Bada. Unopposed candidates Anna Beatrix Dela Torre and Vincent Leonard Que will be next year’s seniors BAA rep and juniors BAA representative respectively.  To represent the sophomores in the CBA SC are Benjie Aquino, Kathrynne Pizarr and Kenjie Muramatsu.</p>
<p>ALYANSA bet and incumbent BA councilor Fenina De Leon is next CBA Rep to the USC, beating her rivals from KAISA—Nagkakaisang Iskolar Para sa Pamantasan at Sambayanan and Student Alliance for the Democractic Rights in UP, after clinching 455 votes.</p>

<p>Independent candidate John Paul Rotap will be next year’s Law representative to the University Student Council (USC), after garnering 392 votes or 73.8 percent of the total 531 votes.</p>
<p>Rotap’s opponent Miguel Angelo T. Baretto from Nagkakaisang Iskolar para sa Pamantasan at Sambayanan clinched 75 votes, while 64 voters abstained.</p>
<p>Unopposed candidates including Marie Louise Camino, incumbent Internal Vice President, is the new LSG President. Incumbent Evening Representative Jelorie Gallego is the new External Vice President, and incumbent Treasurer Jose Antonio Rafael Santos is the new Internal Vice President.</p>
<p>Meanwhile, Raphael Pangalangan was declared Second Year Batch Representative garnering 91 votes, while another candidate Ruth Guinto garnered only 58 votes, 10 votes short of the required 68 votes.</p>
<p>Also, lone candidate Juan Paolo Agbayani is the new Third Year Batch Representative.</p>
<p>Special elections will be held on the second week of March to elect one more candidate for each Second and Third Year Batch Rep post, said LSG Election Committee Vice Chair Keisha Guangko. There are two available slots for every batch representative spots.</p>
<p>Section 13 par. 3 of Art. IV (B) of the 2012 UP Law Students’ Constitution, however, stipulates that each candidate must obtain a majority vote in order to be declared winners if there are only two candidates for the position of the batch representative.</p>

<p>Nelica Rotoni of UP Alyansa ng mga Mag-aaral para sa Panlipunang Katwiran at Kaunlaran (UP ALYANSA) is the next School of Statistics (SS) representative to the USC, garnering 219 votes or 65.2 percent out of the total 336 votes.</p>
<p>Rotoni was 113 points ahead of contender Gia Melendres from Student Alliance for the Advancement of Democratic Rights in UP who received 88 votes.</p>
<p>Meanwhile, all unopposed bets in the SS Student Council (SC) posts were declared winners, including incumbent Marketing Councilor Cherry Mae Cristobal who won as the local council chair.</p>
<p>Article 9 Section 5 in SS Constitution requires unopposed bets to receive 50 percent plus one of the total votes to be declared winners.</p>
<p>Voter turnout in SS SC this year was 62.1 percent or 336 of 541 qualified voters, a percentage lower than the 62.3 percent turnout last year.</p>

<p>Unopposed College of Education (Eduk) local party, Lingkod Eduk won 8 out of 12 seats in the Eduk Student Council (SC). Eduk registered a lower voter turnout this year at 16.52 or 273 of 1652 student voters, compared from last year’s 21.6 percent.</p>
<p>Lingkod’s Mara Karizza Joy De Guzman won as chairperson with 195 votes, while Joy Beatriz Manlapaz clinched the vice-chairperson position with 218 votes. Both De Guzman and Manlapaz are incumbent Eduk SC councilors.</p>
<p>Meanwhile, Anna Beatrice Mariñas topped the councilors list with 188 votes, followed by Xavier Antonio Reloj and Patricia Mae Paredes, with 177 and 173 votes respectively.</p>
<p>Alyansa ng mga Mag-aaral para sa Panlipunang Katwiran at Kaunlaran’s bet Shamah Bulangis is Eduk’s Representative to the University Student Council with 167 votes.</p>

<p style="text-align: justify;">KAISA – Nagkakaisang Iskolar para sa Pamantasan at Sambayanan will lead next year’s UP Diliman (UPD) University Student Council (USC), with standard bearers Ana Alexandra Castro and Julliano Fernando Guiang clinching the top two posts.</p>
<p style="text-align: justify;">Castro garnered 4944 votes over rivals Jose Miguel Solis of Student Alliance for the Advancement of Democratic Rights in UP (STAND UP) and Raphael Carlo Brolagda from Alyansa ng mga Mag-aaral para sa Panlipunang Katwiran at Kaunlaran (ALYANSA), who respectively got 2804 and 2713 votes.</p>
<p style="text-align: justify;">KAISA gained majority of council seats, winning 14 of the 34 USC seats, which includes the chair, vice chair, four councilors and eight college representative positions.</p>
<p style="text-align: justify;">Meanwhile, ALYANSA gained nine slots in the council, with three councilors and six college representatives, while STAND UP got eight seats in the council, with five councilors and three college representatives.</p>
<p style="text-align: justify;">KAISA’s Carla Monica Gonzalez topped the councilor race, with 3379 votes, followed by STAND UP’s Christian Lemuel Magaling, who got 3307 votes and ALYANSA’s Raphael Aaron Letaba, who got 3081 votes.</p>
<p style="text-align: justify;">Voting in most colleges started late due to late distribution of the official list of voters. The delay was due to layout, printing and revising problems of the official list, prompting polls to start past the official opening of precincts, said Office of Student Activities director Rommel Rodriguez. Printing started with the bigger colleges such as the College of Engineering, Science, and Social Sciences and Philosophy, he added.</p>
<p style="text-align: justify;">The colleges which opened their polls late were the School of Labor and Industrial Relations (SOLAIR), who opened their precincts at 5 pm since SOLAIR students start classes at 4pm; and the College of Home Economics, which began late at 1:00 pm, due to technical difficulties.</p>
<p style="text-align: justify;">Turnout for this year’s UPD USC elections was lower at 48.4 percent or 11, 245 of 23, 232 UPD students, compared to last year’s 48.91percent.</p>
